The Uganda Police Force has signed a secret Memorandum of Understanding (MoU) with Uganda Communication Commission (UCC) to share information about Internet users and content published.
Their heads on January 8th, 2015 represented the two institutions namely; the Inspector General of Police Gen. Kale Kaihura signed the MoU on behalf of the police force whereas the Executive Director Godfrey Mutabaazi signed on behalf of the Uganda Communications Commission.
Sources told the Unwanted Witness that the new partnership is expected to support police in enforcing cyber laws including the Computer Misuse Act ahead of and beyond 2016 general elections.
Early 2014, the Uganda Police established a Cyber Crime Unit (CCU) whose powers are still unknown to Ugandans. The force recruited over 80 man-team and has been undergoing training throughout the year.
