Land Row Between Central And Buganda Government As President Museveni Gives Institutional Land To An Investor In Mubende.

Mubende National Teachers’ College joins a list of public education institutions in the country whose land has been suspiciously allocated to investors under presidential directives. According to a letter addressed to Mubende Chief Administrative Officer signed by permanent Secretary ministry of lands housing and urban development on 15th July 2016, president Museveni directed the give away of 20 acres, part of Mubende NTC land to an investor for construction of a maize mill.

The letter further introduces a surveyor, Sam Okiria from the department of survey and mapping assigned with the responsibility of surveying the land for Sherrif Ahmed Abduwalli of Tunasco, a Turkish investor.

Mubende district chairman, Francis Kibuuka Amooti acknowledged receipt of the letter.

The same land is being claimed by Buganda kingdom. A copy of the letter obtained by Unwanted Witness from the legal department of Buganda Land Board (BLB), cautions management of the NTC against any sell of the institution’s land.

“It has come to our notice that there is an attempt by certain persons who may or may not include yourselves that are attempting to sell off a large tract of land off that which your institution is housed,” reads the parts of the letter.

“This is to bring it to your notice that any such sell would not only be void at law but would also raise criminal liability on the part of the seller,’’ warns the letter.

According to BLB, the land forms part of the sub county chief’s land and therefore part of the official estates of Buganda Kingdom.

Mubende NTC occupies an estimated 323 acres of land covering blocks 228 and 229.
